Try this...
click Start > Control Panel
click on Administrative Tools
click on Services
If you don't see admin tools... Right click 'my computer' and click manage > services
Locate IMAPI CD BURNING COM SERVICE
Right click (on IMAPI) then select properties
Locate start up type. Click and select disabled.
Click APPLY or OK

Other less likely casues are...
#1. Incompatible or low grade media.
#2. The lens is out of alignment or the lens is dirty.
