If you can draw, you can use programs like Nero Vision and some clever camera movement and effects (as well as good sound design) to create the illusion of animation, when there really isn't any.   Here's an award-winning video composed almost entirely of (extremely well-drawn) still frames.   It's also a pretty compelling short film.   Enjoy:
